Meta Ads From Scratch: Account Structure, Audiences, Bidding and Getting Tracking Right (2026)

The most common reason Facebook advertising fails is not weak creative. It is tracking that was never installed correctly. Feed the system the wrong conversion signal and it goes looking for "more people like those fake conversions". The bigger the budget, the faster it burns.
So the order here is foundations first, account and tracking, then audiences and bidding.
Account structure: get it right on day one
Meta ads accounts sit in a hierarchy, and once you open them in the wrong order it is hard to undo.
The right order
- Open Business Manager first, registered to the company
- Create the ad account inside it
- Put the Page and the pixel under the same Business Manager
- Give the agency access under a partner relationship

The second one does the most damage. With the ad account inside the agency's Business Manager, the historical data, the custom audiences and everything the system learned stay behind when the relationship ends. The ad account, the Page and the pixel all belong in your own Business Manager, with the agency holding operating access only.
Disabled ad accounts: prevention beats appeals
A disabled ad account usually comes down to one of three causes: a policy violation, a payment problem, or an account that does not look credible.
Three things to do to prevent it:
- Complete your details. Business verification, payment method and contact information all filled in. A shell account has low credibility and gets pulled at the first sign of anything unusual.
- Avoid sudden large changes. Setting a high budget on a brand new account, or making repeated large adjustments in a single day, both read as abnormal.
- Build in redundancy. Never put the whole budget on one account. Spreading across multiple accounts is standard practice in high compliance industries.
If it does get disabled, read the reason before you appeal. Most cases can be recovered. Repeat violations are the harder problem, since they tend to affect other assets under the same Business Manager.
Tracking: get this wrong and everything after it is wasted
This is the most important section in the piece.
The pixel is browser side, the Conversions API is server side, and you send both. Pixel alone loses events to browser tracking protection, closed tabs and dropped connections. Conversions API alone lacks the browser side identifiers, so match quality drops.
Sending both creates one problem: the same conversion gets counted twice. The fix is to send the same event ID from both sides so the system can deduplicate.
One more thing that gets overlooked: capture the click ID correctly. When someone arrives from an ad, the URL carries a parameter. You need to store it and attach it when you send events. How to verify it: in Events Manager, check whether the same event shows two sources, whether anything is being flagged as duplicate, and what the event match quality score is. Those three numbers are worth watching daily, more so than the conversion count in the ads dashboard.
Audiences: narrow to broad, not a wide net on day one
Meta delivers on interest and behaviour inference. The customer was not looking for you. That makes audience strategy the exact opposite of search advertising.
Layer one is custom audiences. Built from your own data: site visitors, add to cart without checkout, video viewers, existing customers. This is the most accurate layer because the data is yours.
Layer two is lookalike audiences. Use a custom audience as the seed and let the system find similar people. Seed quality decides everything, and "customers who purchased" makes a far better seed than "all visitors".
Layer three is interest and behaviour. Broadest reach, lowest accuracy. A new account with little data can start here, but once you have your own lists you should move back up to the first two layers.
A practical sequence: run custom audiences to accumulate conversion events, use that as a seed for lookalikes, then expand into interests last.
Bidding and budget: let the system finish its learning phase
Creative: you are testing the message, not the art direction
Meta placements interrupt. The customer is scrolling and you need them to stop. That makes the first second and the first line of copy far more important than production polish.
A good testing order is message first, visuals second. One image with three different angles (pain point, benefit, contrast) beats one line of copy across three beautiful images.
Creative decays. That is inevitable, not bad luck. The same batch will lose performance if it runs long enough, so you need a steady production rhythm rather than scrambling once numbers drop. That is why a creative pipeline is worth building early.
Landing pages: the page behind the click
The ad brings people to the door. The landing page decides whether they come in. Three common problems:
It loads too slowly. Over three seconds on mobile and you lose a large share of the traffic, which means the ad spend in front of it was wasted.
It does not follow through. The ad says A and the page says B. People feel misled and bounce.
No clear next step. Five different calls to action on one page is the same as none. One page, one goal.
